On the very first episode of Hive Thrive, during the Q&A segment, @blocktrades made a suggestion about an alternative method of requesting funding for a project: pure upvotes.

Interesting point! I think it could help smaller projects to grow.

Every week I have to send over a couple of Hive from my personal account to be able to pay them all.
It's no problem since I've started this initiative with the idea to improve engagement, but it would be nice if the project would be self-sufficient.
Some upvotes of high stakeholders could surely help with that. I'm running a small project (@topcomment) myself which is slowly growing. I power down the account so I'm able to pay the delegators their share (80% of curation rewards).

Some large stakeholders are very involved in the ecosystem. You'd be surprised how up-to-date some of the quiet whales actually are. I would also recommend approaching Orcas (medium-sized accounts) to tell them about your project. Many Orcas are incredibly supportive of activities that add value to HIVE.

The promotions mostly result in delegstions, which is great, but since I give 80% returns of curation rewards, the account itself almost doesn’t grow.I've been promoting @topcomment quite a bit in several ways already. I haven't targeted hivers with high stakes specifically. I'm promoting it on Snaps and even had a small talk on the Hive Humpday Hangout podcast.

I do create a weekly post that gives some transparency on the upvoted posts by the team and the top 20 most upvoted users, but that post does not get a lot of rewards. The @topcomment account is fairly new and doesn’t have a lot of followers.

I'm a bit hesitant to contact high stake users to ask for their votes.

It would be nice if there were a sort of shark tank with orcas and whales where people could pitch their projects (pun intended 😉).
