The idea is to assign these retrained migrants to high ranking positions in the new initiative within Mexico - with American supervision - they are high ranking employees.

As you mentioned earlier, a small scale well controlled work program might work.

Would it not be interesting if the US and Mexico were to agree upon a strip of land that is effectively 'America Town' within the Mexican nation? The strip of land could be easier to control over the long term for anti-migrant purposes.

Thus you would have a barrier without a (hopelessly out of date) wall, 'and' you would be investing towards a direct neighbor that might be worse off than Oklahoma but would be miles ahead of Mexico core. Better neighbors are ultimately good for you - but thats a process of give and take - which is fair.

Mexico would retain a degree of sovreignity upon its own land, and would retain the right to tax any America-backed townships or cities there, while American ownership of assets results in a potential flow of profits.

And with a foothold in Mexico, the US could actively enhance the culture in the zone with American values - values that 'might' spread.

No criticism there. Embassies are embassies. I'm talking about founding a fully functioning microstate/ city right between USA and Mexico. :c)

While I really wasn't expecting that particular question to be answered (it being more of a reference to embassies in general (which do not typically engage in the building of hubs of civilization)) from your most recent response it seems that you know something that I may not.
