Thank you! Maybe I should have clarified in the original post - instead of taking one looooooong exposure, I was taking continuous 30-second exposures (like a timelapse). I blended those together for the startrails, and I took a separate darker exposure for the light on the building to make sure it wasn't blown out, and blended that in as well. :)
