I've seen the same thing in Bali. The problem is even worse in non-tourist beaches like Nyang Nyang. Much of it is probably washed up but I've seen many locals just leave their garbage where they used it and not care about binning it. I think the main root of the problem is lack of education about pollution in Indonesia.
