Inflation is a problem when countries are at full employment. Businesses need to compete against other businesses to get employees. The inflation that happened in Venezuela is more likely where corruption in the government caused them to print more money but giving this money to a select few. These few people would then exchange that money for USD or other currencies. Then when the average person buying foreign goods would have to pay more because other countries would have a lower value of their currency.
