Since this platform is used all over the world and one can upvote any time before expiry of 7 days. So the post remains available for the whole community for 7 days.
In my point of view if your post has the quality content then it will attract the audience automatically.
However, there is a possibility that if you are posting for a certain community then by following time zone of that community may earn some extra visibility.
The best time can be determined from post testing.
That is to say, you should post at different times of the day for possibly one week then you can see which posts gets the most engagement.
Note the time of the day you made such post, that should give you an idea of best time to post

Sometime around 6-9 pm GMT. Steemit is more active around this time.
