I like option C the most I think. We have to understand that part of the problem we currently have with the platform is that Communities and SMTs are not implemented yet. When they get implemented, there will be far less incentive for people to spam up any of the dapps trying to earn STEEM. That being said, there are honest mistakes too.
STEEM is a dapp platform and it doesn't allow for censorship as it's a base layer protocol. Search options are rather limited at this point and it's not very easy for people to go back through history and sort through all previous questions asked. In the future, there can be design upgrades that make these issues less of a problem and making a major design change now that could have negative impact on future developments isn't ideal.
Essentially I think we have to have a little patience at this point and consider the perspective of the other users. They may not intentionally be spamming, so don't punish them. The ones that are intentionally spamming are most likely living in pretty dire conditions and trying not to starve to death. In the end let's focus on building a great platform and not running off users based on our own assumptions.
I imagine a mix of (c) and (e) will do best. where when one posts a question it serves as a search function so that users can also look at answered questions that is most similar to what is being posted.
But even if a user chooses to post questions despite a duplicate one existing, curators and moderators can merge or delete the questions depending on curation/moderation policies.
I go with option a as well with c because there is no any problem of repeating the question we can change it by the way he question like example he has asked question like this let's have a party today

I really like the idea of having wings because every time when I travel in a plane and watch the world below through a window, I used to admire how big this world it. The ability to become invisible is a nice feature that anyone can have. If we have that feature, we will be able to do so many things. But it will not be interesting if the feature is available for everyone. It should be available only when we achieve something or do some enhancements. It should not be easily affordable. But there is a high possibility that invisibility can induce lots of negative things as well. It can increase theft and abuse.
Teleportation
This is an excellent capability one can have. This makes it easy to travel from one place to another without any necessity to actually travel. We should be able to disappear from any place and appear in a place that we want to be. This will be a great skill to have.

Now if the non english speakers find a question which they have answer to, should they not help out just because english doesn't come easy to them? Secondly, I think you are talking about the short answers.. Now if some one can get the words through in one sentence then what's the hold up? if you can do so too then do it. But if you are talking about the short ones then its not one musing, its one you as you are showing the symptoms of jealousy.
Thirdly it could be the actual bad irrelevant ones. I never saw musing upvote a question that's irrelevant. You can explore other users profile but you will not find upvotes on those answers. If you manage to find so then its just an honest mistake.

I have a site built with node.js. I've also written another node.js application that will send a discord message upon a particular action in the site. I want to run the second application on a different server. Is there a way to call a function from the second server from the site?
You cannot execute a function from a remote server like you'd do from your own server.
But you can expose an API endpoint from the other server and post requests from your current server to that endpoint to do something with the data or request and get back to your current server with result. This is the standard way of doing want you want.
You can setup a REST layer to POST to another server that dispatch the discord message. Alternatively, you can use discord.js in the node server that runs your website and send message upon the command called.

What you're asking is a scalability issue. What you need to understand is that scalability as now the past century is a never ending issue. 40 years ago the best computer had 32 KB of RAM at nearly a thousand pound sterling at the time. That's about 4900 + pounds today. Only 32 KB..
"not enough storage" is never a problem in the computing industry. Even in the cryptocurrency industry, massive headway is made to tackle scalability. Just take for example this one weird thing in the Bitcoin development scene called MimbleWimble. Once it's done and rolled out to the masses, it is mathmatically projected that transaction data size can be reduced as much as 20x. Fees will never be an issue with Bitcoin anymore.

Since plastic cellophane is usually biodegradable,I guess, either we reuse it if possible or make a hole in the garden and place them inside. Climbing South East Asia's tallest mountain which is mount kk. It took around 30 hours to climb, on the way to the summit, i felt ill and did not know if i could actually make it. I like option C the most I think. We have to understand that part of the problem we currently have with the platform is that Communities and SMTs are not implemented yet. I really like the idea of having wings because every time when I travel in a plane and watch the world below through a window, I used to admire how big this world it. But there is a high possibility that invisibility can induce lots of negative things as well. It can increase theft and abuse.
Teleportation
This is an excellent capability one can have. This makes it easy to travel from one place to another without any necessity to actually travel. We should be able to disappear from any place and appear in a place that we want to be. This will be a great skill to have.

They are not rewarding the "bad answers". They are rewarding the effort. By your objectified "bad answers" you can mean three things I suppose.
First one would be, you are talking about grammatical errors. Now steem or musing is not a closed community for english speakers. You can find more then 50 different communities with different first tongue. Now if the non english speakers find a question which they have answer to, should they not help out just because english doesn't come easy to them? If you mean that then it woulld be a passive aggressive racism. I hope you don't mean that. But if you do so then musing is not a place for you.
Secondly, I think you are talking about the short answers.. Now if some one can get the words through in one sentence then what's the hold up? if you can do so too then do it. But if you are talking about the short ones then its not one musing, its one you as you are showing the symptoms of jealousy.
Thirdly it could be the actual bad irrelevant ones. I never saw musing upvote a question that's irrelevant. You can explore other users profile but you will not find upvotes on those answers. If you manage to find so then its just an honest mistake.

I have a site built with node.js. I've also written another node.js application that will send a discord message upon a particular action in the site. I want to run the second application on a different server. Is there a way to call a function from the second server from the site?
You cannot execute a function from a remote server like you'd do from your own server.
But you can expose an API endpoint from the other server and post requests from your current server to that endpoint to do something with the data or request and get back to your current server with result. This is the standard way of doing want you want.

You can setup a REST layer to POST to another server that dispatch the discord message. Alternatively, you can use discord.js in the node server that runs your website and send message upon the command called.

Since plastic cellophane is usually biodegradable,I guess, either we reuse it if possible or make a hole in the garden and place them inside. I guess the other way is just to keep it in a pile then later place them in a plastic cellophane bag and throw it in the garbage bin so it won't get mixed up with the other trash. Science has discovered many wonders and electricity is one of them. It is a great source of energy. We can't think our modern Life without electricity. Now a days we used television, radio, internet, fan, light for our entertainment. All this things are running throw the power of electricity.

Climbing South East Asia's tallest mountain which is mount kk. It took around 30 hours to climb, on the way to the summit, i felt ill and did not know if i could actually make it. Cam Scanner is the best app. I use the app in a android phone.
Previously I used to take images of documents and store it in my phone drive, however that was not suitable as the picture was not clear and the documents used to be stored in a haphazard way.
However with CamScanner, things are far more easier. You can name your document to your preference and also add documents to that particular named document. So that way you have all the pages of your document stored one after another with the same name, and that helps as we don't have to search for other pages.

If they cross that boundary then I leave.
Obviously situations and relationships are complicated and we all have to figure out what works best in our own lives. I try to approach things in a way that is as unbiased as possible and always consider that it's not up to me to change anyone else. If someone genuinely makes a mistake, that's easy enough to forgive, but if mistakes keep happening over and over again, then there's likely more going on there.
No one owes me anything and I owe no one else anything. I am responsible for my own boundaries and other people are responsible for theirs. Respect other's boundaries as best as I can even when they aren't respecting mine, it's easier to leave a situation than to explain why I did something that I regret later.

I haven't done this but I do hear that it's better for your scalp to not use shampoo very often. Sometimes I do a vinegar rinse. I really don't put any stock of all those "We are chosen to be higher" fallacy. Of course when it comes to survival, I can care less about other lifeforms because my DNA dictated that I value my own life and the lives of lifeforms that share similar DNA with me.
But to think we are "above" other lifeforms is hubris and ignorance. a single celled organism has the ability to wipe out humanity and it doesn't even care. Does it make them "higher" than us based on it's ability to annihilate us had nature gone it's course?
We as humans have the incentive to make this planet as livable as possible and that means valuing other lifeforms that maintains this habitat of ours. No, we are not "destroying" this planet, the planet doesn't care and life finds a way regardless. We're just making it impossible to sustain human lives.
