Torture is not effective at getting truthful information. A person being tortured will give a false confession or say whatever the torturer wants. Torture like rape is about control, not about truth. The rapist isn't going to get the truth out of the rape victim based on how many times they rape the victim, so why would we think the torturer is going to produce the truth out of the victim?

More likely is more friendly methods. Just think, who are you more willing to help? A friend who has always been good to you, or someone who is torturing you? Now if the idea is to get a bunch of people to say lies which aren't true to pin a crime on someone else then maybe torture would be used. Victims of torture who are under the coercion of another will be possible false witnesses so I would say it's hard to verify.
