The truth is this: everyone is spying on everyone else. It's has been this way for the past 50-100 years. The internet just made the spying even more prolific.
The US has sabotaged more foreign governments than I can care to remember, so spying between the major powers is the norm these days.
"The questions remain, why didn't the US do more to protect it's Russian spies?"
Because the US government has a habit of disposing of people who are no longer useful. Happens all the time, you just don't hear about it on the news so frequently.
