Votes happen in steem. Free on leo but not on steem, still uses VP/SP.
Blockchain actually does not record what UI a vote is even submitted through.
No, but in theory a UI could make its downvote button only apply to its own token and not send a downvote command to the blockchain that looked like an SP downvote.
In theory they could, if downvotes were recorded as json transactions instead of as votes.
That was my thinking.
