Yeah but it's presidents who have the right of pardoning other people (for some reason I still don't understand).
In Venezuela, there was a coup attempt in 1992. Hugo Chávez was jailed for it together with a bunch of murderous military men who assassinated a lot of people and massacred some others. Calderas (another president) then pardoned Chávez, then Chávez won the 1998 presidential elections and utterly destroyed the country.
It is part of our Constitution that Presidents can pardon people. I think it is a weakness, and I think it should be amended to specifically prohibit pardons for a pretty good list of serious offenses, and to make it clear no POTUS can ever pardon himself.
Presidents have the right to pardon people so they can let little old ladies out of prison who are serving life sentences for non violent offences.
