Find users you know for sure are Ukranian and FOLLOW them with your badge account.
Probably update the account @badge-101121 because it even mentions steem so i'm guessing it hasn't been updated for a while. Make sure the requirements are indicated well on the account description.
I guess you need to decide if it's all Ukrainians or all people living in Ukraine.
This badge and badge page will help many Hive users to have a trusted source of Ukrainians as there are also some people trying to impersonate Ukrainians in order to get sympathy votes.

You'll see an option for posting authority. I'd suggest actually giving yourself posting authority as well. Using posting authority is only really available with Hive Keychain. It's not super common but once you know how to do it it's super simple.

BTW you really should remove me from the following list of the account. I am not from Ukraine or have ever even been there.
we want to do some changes to badges so for now you'll still have to log into badge account but the point is that you didn't have to give the keys to those accounts you gave posting authority to. On keychain there is an option when adding an account called "use authorized account" what they mean by that is "posting authority"
The fact that i still have the ukraine badge is really really concerning. How in the world did I get it... i've never even been to the ukraine. Please give the badge control to someone who will use it wisely.
Also please update the badge to indicate specifically what is required? All they have to do is be a part of a community? Is that true... which btw i'm not even part of that community.
