This is known as a Coracle.

It is a Vietnamese round boat. The Vietnamese people have a long history of sailing and boats, however underneath French colonial rule, the French put a high tax on "boats", so to get around this the Coracle was invented... It is just a giant floating basket so not necessarily a "boat", and hence no tax needed. This being said many Vietnamese use this particular sailing device to go out fishing every day.
