It is the government, so the actual number is 28, but the say below 29, because they think people are too stupid to know if 28 is okay, 12 is also fine.

:)It is like when I went to a store that primarily sells chainsaws and told them that I wanted an 'Aggressive chain' for a saw and not a 'Safety chain' and the owner corrected me and said it was a 'Limited kick-back chain' and that if he used (or allowed me to use) the term 'Safety chain' that he could be held liable if I hurt myself with it because the term implies that the chain is 'safe'. What a world man!
Yes it is all in the words anymore, and a lot of people are as dumb as a box of rocks! I saw a warning label on a ladder that said if you use the ladder, you could fall...I felt so protected, SMH!
