I dunno, seems pretty clear to me:

The Council believes that the SPS DAO should take advantage of opportunities like Vruz when they are available in order to accumulate assets that can be used to provide future rewards to SPS Stakers.

So it's right there: Grow the DAO's assets.

Perhaps you meant you are unsure why this card? Well, because we've rejected every other attempt to grow the DAO's assets...

  • People were against the DAO staking SPS (its native token), because it reduces their own staking rewards.
  • People were against the DAO adding funds to Liquidity Pools because it will dilute their own LP rewards.
  • People were against the DAO changing its passively-owned token holdings (even when faced with a credible risk of a stablecoin collapse)
  • We've already seen people wanting to burn unsold Riftwatchers packs
  • By that same logic, the DAO offering future mini-sets creates power creep and card inflation and dilutes our existing cards, so why not burn them too?

And now people are against DAO participating in the very card promotion designed to show people that the DAO is for SPS holders.

In my opinion, the most probable end-state for all this opposition to DAO revenues is a poorly-funded DAO, and we will all wish we had not squandered opportunities for 5 years.

Because at that point, the DAO will have little time and even fewer options, except to turn on the taps in a very big way.

I joined in Nov 2011, so yes, I have seen my share of card values PLUMMET. Fortunately Vruz print is much lower than most, and the print run is almost done already. This isn't a lot of cards in the grand scheme, and no one is saying the DAO needs to be flipping these cards for profit and adding to market selling pressure.

But at any rate, even though I want the DAO to have these cards and be fiscally prudent in acculating as many assets as it can, I've changed my vote to "No" now since I don't think it's a good precedent to start taking executive actions on a partial pre-proposal.
