Proposal
The SPS DAO will use 2,000 vouchers to purchase the 2,000 copies of the Vruz promo card that it is eligible for based on the 2,000,000 SPS it has staked.
Purpose
The Vruz promo card was meant to reward SPS Stakers and the SPS DAO has 2,000,000 SPS staked. Future proposals can be done for what to do with the Vruz promo card once they have been acquired.
Execution
There is not enough time for both the SPS pre-proposal and full DAO Proposal for SPS stakers to be completed before the Vruz promo sale ends.
If this proposal appears to be passing the pre-proposal phase with 24 to 48 hours remaining in the Vruz sale, then the DAO will execute the buy of 2,000 Vruz cards with the same number of vouchers.
If the full DAO proposal passes, the SPS DAO will keep the Vruz cards it has purchased.
If the cards have already been purchased but the proposal ultimately does not pass then Splinterlands will reimburse the 2,000 vouchers to the SPS DAO and take the 2,000 Vruz cards to use for giveaways (such as on SplinterlandsTV).
Background and Conclusion
The SPS DAO is representative of and owned by all the SPS Stakers. The Council believes that the SPS DAO should take advantage of opportunities like Vruz when they are available in order to accumulate assets that can be used to provide future rewards to SPS Stakers.
This proposal should of been coordinated with the splinterlands the moment Vruz was confirmed because this sounds like a small test whether someone if they put forth a proposal with this tiny clause could bypass the entire splinterland vote by saying oh we got this number of votes within a short timeframe before 70% of the splinterland population even knows about this and can discuss this.
This sets a precedent for future proposals where this could be abused by saying we have this tiny clause and doesn't matter if the final vote is dovnvoted and failed within the 7 days and that only the first 24-48hrs matter.
We had so much time to have this kind of proposal made inbetween the time vruz was announced and till when the stats were announced why wasn't this made then?
@bakuoni just make sure to vote in the next election and vote for new Community Leaders. I was one of them and I can say for certain that I was not able to spot this issue ahead of time. I'm sure there are more talented people out there that can do a better job than me!
I think I'm going to vote against this proposal because of the rushed and atypical timeline.
I think a better alternative proposal is just to ask that 2000 Vruzes be minted for the DAO because it was unable to claim them given the timeline (one week of Vruz claiming vs 2 weeks for a proposal to get passed). I think it would be better to do that and follow the current system rather than create a precedent of allowing proposals to be rushed.
And if you think this might be an issue in the future, then I would suggest a proposal to allow for rushed proposals under certain circumstances (if there is a time sensitive situation). But that should go through the normal voting process and be approved first.

This seems like a straightforward opportunity for the DAO to accumulate assets for future use or cash flows. The DAO negotiated this Vruz promo card on behalf of SPS holders, it seems pretty logical to allow it to claim them.
Will this proposal even be made in time? I thought there was a limited timeframe for Vruz
That is already prebaked into this per proposal on what will happen if passing largely in 24-48 hours and what will be done if fails on the 7 day full proposal

Remember your words have consequences. In my case, its comments like this that will make me happy to leave the council. I was only doing it to help the community, but no one likes to defend that they are running "scams".

I think I've already explained what I don't think is right about this. If the cards are circulated even though the final vote is no, then that's nonsense. and a secret power has then simply decided over the heads of the voters.
if i understood you correctly, you yourself conceded that they must be burned if the vote is no? but the proposal says otherwise.
and i would really hate to see you leave the council, because you are the person i and many others trust the most. that would be a great loss for the community!

That's valid on using the translator... it can come off as harsh when you don't intend it to be. Maybe it works the same way when you translate my words back to you as well.
And yes I agreed with your point, if the vote didn't pass then the cards should've been burned because they shouldn't have been in existence anyways.

Splinterlands stake in the DAO is non-voting. Should stay that way. Therefore shouldn’t get any stakeholder benefits. That’s my reason for the DV

Next time there's a card proposed by the DAO for SPS holders, perhaps include in the initial proposal that the DAO intends to obtain a quantity of x cards in order for y outcome (giveaways, contests, outreach, etc)

I think it would be cool if the DAO has these cards in their "vault" for the future. You never know how they can be used, but they are DAO assets (if claimed) and we can decide over time how best to use them.
I will be voting yes for this one, I want more assets in the DAO as a general rule.
the proposal seems to be fraudulent. no matter if we vote yes or no. someone seems to have independently determined that these cards will go into circulation and we only decide if they go to dao or splinterlandstv.
then I definitely decide for splinterlandstv even if I do not like the giveaway bot!
but actually it should not be that someone determines that the dao right to buy will be used in any case and the cards come into circulation.
may i also determine that the dao buys 1000 cards for me. and you only have the choice to say yes i may use the right to buy for me or if you later vote no then it gets my little brother...
the proposal should only be. may the dao make use of the right to buy yes or no! if yes comes out you can make a proposal to decide what happens to the cards and if no the cards have to be burned without if and but!
Hey @bronko this isn't fraudulent, its a proposal but made quickly because we don't have a lot of time to claim these.
If the DAO community doesn't pass this, which it likely will, then we can also burn the cards. Remember that if this doesn't pass, then nothing said in this proposal means anything. So if cards are made before the process finishes and the outcome is unknown, then in reality if it passes then we would have to burn the cards because we didn't have authorization from anyone to make them.
You are being very technical, and bringing up a valid point, but just because something isn't written perfectly doesn't mean the intention is bad. In this case, we are trying to rush a proposal due to a time constraint to get the cards made for the DAO. If the proposal doesn't pass, then all that happens is the cards should be burned.
I don't like these rushed proposals. I don't want this to be a precedent. I voted no here but will probably vote yes in the official SPS vote.

I'm thinking maybe we should just have an official dao proposal where the DAO will claim ALL FUTURE free airdrops like this in the future. That will prevent any more rushed votes and also prevent having to constantly do a vote for every single future airdrop. I would vote yes on that for sure.

Perhaps you meant you are unsure why this card? Well, because we've rejected every other attempt to grow the DAO's assets...
And now people are against DAO participating in the very card promotion designed to show people that the DAO is for SPS holders.
In my opinion, the most probable end-state for all this opposition to DAO revenues is a poorly-funded DAO, and we will all wish we had not squandered opportunities for 5 years.
Because at that point, the DAO will have little time and even fewer options, except to turn on the taps in a very big way.
I joined in Nov 2011, so yes, I have seen my share of card values PLUMMET. Fortunately Vruz print is much lower than most, and the print run is almost done already. This isn't a lot of cards in the grand scheme, and no one is saying the DAO needs to be flipping these cards for profit and adding to market selling pressure.
But at any rate, even though I want the DAO to have these cards and be fiscally prudent in acculating as many assets as it can, I've changed my vote to "No" now since I don't think it's a good precedent to start taking executive actions on a partial pre-proposal.
