i think the answer is in the steem power certain users have and exert on the specific post that they upvote on. In other words depending on their steem power is how you will get rewarded

    still i just upvoted this and it jumped 0.02 up an other aticle i upvoted a few minutes ago it jumped 0.03
    someone with more knowledge please?

    because you voted at the same time then others. you'll need a few hundred steem power to move the needle on new post.

    But usually, the more money a post already have, the more money they get for new votes coming in. So if your voted gives a few cents on brand new post, it might gives a few dollars on already popular post. It is design this way to protect against spam
