I think with Steem, the block size is simply a parameter that the witnesses set, the same as how they control the interest rate paid on holding SBD. Since that functionality is already inbuilt, no forks are required. Each witness just makes their changes independently and the blockchain dynamically adjusts, possibly with an average value that reflects the overall consensus. (I could be wrong on some points, I invite correction from any witnesses!)
