The only way to teach people to stop being afraid is by example. Unfortunately, most people aren't motivated to even leave a comment on content that they liked, let alone speak out against a bully over the Internet.
Yeah, until more folks are willing to get into the streets and throw rocks at cops it is unlikely to change for the better.

When I was a kid if you got caught driving drunk the sheriff took you home and let your parents handle it.
Now you get a lifelong, publicly available, scarlet letter.
Are you in the US? The first time I visited that country was in 1995 and I couldn't believe how authoritarian the police were. They acted like they were gods. I also saw two of them driving around drunk on a quad bike, causing trouble for regular people.
I don't think violence will be at all necessary to get things back to a sensible way of operating. Accountability has diminished over time and needs to be restored.
