In approximate terms, 10,000 SP at 100% vote = $1.10 to $1.20
So, this is just saying that this is a business and the rewards is based on the effective / applied SP of those who vote.
Right now, STEEM is less than $2 ($1.80 approx.), so, 10,000 SP will cost you about $18,000 to give your vote about $11 to $12 (10 votes) per day in return if you vote for yourself 100% of the time up to 20% per day.
So, 365 * $1.15 * 10 = $4,197.5 / year and divided by $18,300 = about 23% per year ROI.
And, this is available to anyone - the more that you invest, the more that you can earn.
The next thing to consider is to not self vote 100%. You will need to vote for others and hope that you could earn enough from others voting for your posts as the voting power that you cast each day.
Many newbies are achieving that - higher then 23% ROI based on the 15 SP that they started with, all given for free. So, what is the complaint?

I didn't even know we could regulate what percentage of our vote we give. I know now, but don't know how to adjust it.

There are posts talking about how to vote a percentage. But, the simple fact is that with 500 SP or more, 100% strength voting is probably close to $0.05 and the system / website automatically gives you a slider to scale it at 1% increment.
At lower SP, you can also get a slider, I think through busy.com, but that will not make much difference since your vote will not matter much if anything but symbolic.

No complaints, just an observation based on an article I read.

I am not saying that you were:
