I'm only talking about downvotes. And maybe the answer is not to require a reply with a reason for the downvote. But how about at least allowing users to downvote the downvote? Anyone have better ideas on how to discourage frivolous downvoting? Does anyone else think frivolous downvoting of perfectly good content is bad for the platform?

There are and will be frivolous downvotes but I don't think they'll make much of a difference when the vast majority of votes will be legitimate.
What about frivolous up votes?
You mean like upvoting spam and offensive content?
If you did something about those there would barely be any upvotes on Steemit. =b
