Cheetah has 2 functions. The first is just to detect similar content on the web and be helpful to notify about it. It does not mean anything is necessarily wrong with the post. It is informative both for readers and voters who can check out that content and make sure it isn't plagiarized. The second is to flag posts of known abusers on steemit. Usually you will get a few warnings about the behavior before being added to cheetah's blacklist. There are some exceptions. ID thieves and scammers will go directly on.
