I like @htooms solution for the whale voting problem, it just makes sense to put it in the code and be done with it. Putting a cap on whale votes still makes their vote important while maintaining decent rewards for everyone else.

I'm pretty sure if the whales got capped, they'd come up with a workaround, like spreading their SP into multiple accounts all with bots that follow the main one. That's what I'd do given that limitation. Whales should be free to vote full strength if they want to. I think a better solution is to rework the rewards curve to be more linear so the whale influence isn't so many orders of magnitude larger than that of the smaller users. But they still should be rewarded well for being investors in the platform.
