It's the principle of it all. You shouldn't give a bully power. By allowing him to bully people you essentially encourage the behavior and he keeps running off descent hard working people. It isn't just happening to minnows. There are even bully whales and dolphins that simply just do not like someone. The flagging system in all docs was really about abuse of the system. And to punish anyone that done work was not acceptable. They wanted originally a lot more open than it has become now.
