It's the principle of it all. You shouldn't give a bully power. By allowing him to bully people you essentially encourage the behavior and he keeps running off descent hard working people. It isn't just happening to minnows. There are even bully whales and dolphins that simply just do not like someone. The flagging system in all docs was really about abuse of the system. And to punish anyone that done work was not acceptable. They wanted originally a lot more open than it has become now.
There is more abuse of the flagging and downvoting than there are abusers of the the rewards pool. Steemit has lost many solid writers and contributers over the year due to bullying and not enough people countering that bullying as was intended in the original white paper. According to the new white paper on page 14 the biggest threat to the platform is people thinking they are doing good for the platform by flagging when they are in fact hurting the platform. @fatkat is a solid contributor of high quality content consistently and this is why Steemit after all of the promotion and all of this time has such a high turnover. I don't blame you and I might also cut way back until this issue is corrected. I'm powering down!

I've taken some time off the issue and will be issuing my call for peace/justice if littleboy isn't brought under control. He has intimidated my audience and acted in a vindictive manner. If he wants to fight spam cool. If he wants to run people off this platform who are posting anything with a scintilla of original thought not cool. He also needs to have an appeals process and admit when he is wrong.

This is one of the biggest complaints I have seen on steemit. I think we need to upgrade the reputation system so it is based on trust, not on money. Technically no money is given until the seven days are over but it is frustrating to see the potential payouts go away. I have been following him for a while and it seems like he usually has good intentions. I would suggest just trying to move on and staying positive.
