I don't know how they are doing, i have no data, but i would suspect that they are not going after some abusers due to politics.
If they hit the wrong abusers, they would hit back.

If you could reverse the lists that we do get, ie, the lowest value posts, the lowest value votes, anything to highlight the least among us.
If we can paint the top as taking advantage of their wealth, it should resonate with the more vocal of the bottom.
They want to lord it over us, 'look at us'but they know they are wrong just as well as we do, mostly.
Some are truly beliebing dupes.
