There are no rules. You judge for yourself what is appropriate or not. You have the ability to vote for what you deem valuable, flag what you deem abusive, and change your behaviour if you are getting a poor or negative response from the community.

No, since rules are formal and need a formal process to change and enforce. The informal equivalent would normally be called "guidelines". Inevitably they lead to centralised authority because formal processes can usually be abused. Guidelines are just advice on how to behave which minimize the likelihood of a dispute. Anyone can advise on guidelines and it's up to individuals to choose whether they are important enough to them to abide by them and to encourage others to.

Thank you again for your input :) perhaps guidelines would then be a better word to use , but would you agree then that these guidelines should be displayed somewhere on the website so users would know what they are?

Yes, but the philosophy should be explained first, and it should be made clear that it's only advice, not a strict ruleset.
