With more Steempower the rewards for your commenters will be higher, like this you will have more followers, with more followers you will have more upvotes, and the game starts again.... so yes Steempower helps :)

It goes down, if you vote, but it recovers after 24h :) So if you vote and your voting power goes from 100% to 80% on the next day it will be 100% again. If you drain it completely you have to wait 5 days to be at a 100% again.
