Make sure that the rules are stated clearly for new users too :) Edit: They're not even 'rules' really. More like guidelines. Damn I respect it so much though. On a side note, just heard about that 'radiosteem' idea the other day and thought about what it could do for the music industry. Revolutionary shit.
If there was one more step before becoming a new user this could deter bad users. One example, steemit checks how old your facebook account is before accepting new users. This way if the account was created the same day they can deny the request. Better yet, Two Factor Authentication.
