No, that's more about the architecture of the platform. The way it's designed is specifically to allow adaption without forking the chain. BTC can't do a minor change without 4 forks... this platform has done some pretty major overhauls and kept on kicking.

The hardforks have to be accepted by the top witnesses to take hold. That's a degree of centralisation, but the witnesses are who we elect, so call it representative. While I don't like absolute concentration of power through centralisation, I also think being totally decentralised has other problems. So, being somewhat centralised with a representation model seems like a good compromise.
