Sure, it's entirely possible, but probably not likely for most people. However, if you start getting some insane payouts each day, and power up most of it, while the price of Steem goes higher, it could potentially happen.
I think the unlikely part is to be able to get enough Steem to be considered a whale. Most whales have $100,000+, and unless people manage to get a lot of Steem, I think it's unlikely that many people become whales.

Oh no, I'm far from a whale. The whales are those that give you lots of dollars for a single upvote. Mine are only worth $0.06 :P
