If there's a bot army upvoting posts and comments from folks proportional to their rep, and some accounts, perhaps Ned's, would prefer to leave the upvotes for others, that would be a good way to exclude themselves from those upvotes.
This could be also possible.But I can't see this really be true , why would he spend his time/fund/manpower on such things that don't make much sense at all and could be more controversial when there are tons of Major problem those should be respected first.On the other hand it seems to me like he loves twitter more than his own platform lol
Regarding Ned, in particular, two things he can do to make Steemit better is to encourage folks that are pillars of the community, like with bots that upvote based on rep, and lure new users to the platform, like on other platforms, where they're being censored.
