There's no easy answer here, because it's really a case of "it depends."
The PROBLEM is that most people in this community — and particularly those who have been here a long time — get lots of wallet spam from so-called "services" offering offering to upvote and resteem your posts. The majority of them are pure garbage. By association, we see most of what arrives in our wallets as "messages" to be trash, or attempts to extort money or even phishing attempts.
This is very different from getting a new post notice from a trusted writer you know.
Unfortunately — much like the spam in your email — it ALL arrives the same way.
Unfortunately, there is no real "opt in" system here, which means you will upset some people. It's a bit like political advertising: it goes to everyone, and some will be offended, and some will not.

I'm glad you took the time to respond. You're absolutely right, it's not an easy question to answer. Undoubtedly, everyone has an opinion about it, but most don't mind memos. However, rest assured that I will not abuse memos or tags.
