Is there an advantage to requiring everyone to delegate 10 SP as opposed to removing the 1% vote. Are they the same end result?

Every Community needs TAX Revenues...lol...I still think we need to leave the Door Open, even if it's only a tiny percentage up-vote... They can always be adjusted higher or lower...
