I disagree, i think we have to do everything we can to let people use the steempower they have freely.
- That means letting people take whatever proportion they want of their own vote power as a dividend for themselves.
- upvote and downvote content with 100% of their steempower instead of 2%
What is the effect:
- The reward pool shrinks to an equilibrium with the content quality since many will elect to take a share out of the reward pool for themselves rather than support content they don't like.
- If they choose to whales and dolphins can take a healthy dividend and let the masses of other users more democratically pick trending content.

There is still hope: I know at least some of them want to go in the "more freedom" direction.
A lot of people seem to think that top-down control is the key to success. They are wrong, and will kill steemit if they get their way.
