@cheetah this is my own work, my own original content, which is why if you click the above link you will see "By Suzie Dawson" at the bottom, and also that it links back here to my Steemit blog.
If you publish it on Steemit first you will avoid having Cheetah show up.
then other sites send their cheeta's....
so thats no real solution to monopolise steemit over this.

People post where they post, there is no rank that puts Steemit first.
That would completely be missing the point of online freedom.
Cheeta needs an upgrade.
It's trying to do the right thing but does not have the intelligence to tell the difference.

And even if Cheeta would be an AI it still would make this mistake every so often since Arificial Intelligence is not intelligent but merely Artificial Estimation

Cheeta does not take in account that Suzi could have posted this all over the net a day before.
Cheeta also is not aware that people ASK to PLEASE share their content.
In my 'blog' for instance i have shared several posts of people who are NOT on steemit but on their website state PLEASE share our articles on your favourite Social Media platform. I do that.. But Cheeta simply is not aware of that. And i doubt if Cheeta can be aware. Since those post originate in another language then English. :-)
Is there a way to explain stuff like this to a robot?
If yes, who will do this? Explaining stuff to a robot is like speaking to a wall.

I am pretty sure that cheetah only checks your post when it is published. Therefor when you publish first on Steemit there is nothing to compare it to.
Rather if you publish to your blog first then cheetah can see it and report even though as you pointed out that it is not plagiarism since it is printed with permission.
