Yeah, that is right. However, a vast majority of the locals still remain incredibly poor so it will take some time (probably decades) before they are able to afford new cars. Until then, they need to use and care for the old ones I suppose.

I didn't even think of that, but it does make sense. I'm hoping they are able to get out of poverty now that the trade restrictions have reduced. Things like Cuban cigars and rum are in heavy demand, so I suppose they have some potential for an export industry.
