Well, i think they have a bigger token amount to adjust the distribution of wealth.
That's their distribution plan. They split the Blockchain, so the existing users have their steempower in vice token, but they want to finance their project so they are scaling up the amount of existing tokens to ensure tokens for ico and their own holdings. (But i think the percentage rate is pretty high.)
