The big downvoters are taking rewards down more than 20HP on some posts because they are not by members of their inner circle, while letting other accounts which they favour constantly get similar payouts, often for posts that are very average.
Meanwhile I think the effect of any bot like dein problem does a massive amount of psychological damage even if the downvotes are worthless, and needs sorting out

I don't think there's anything that can be done about either issue, especially not a bot downvoting everything in sight.
Voting your mates has and will always be a thing, content doesn't matter in some cases as long as it scrapes average. Not ideal but this is what we have.
Stop bots - limit number of downvotes per account to 10 a day
Stop whale theft - limit value of downvote per post to 1HP
