I think your idea is well-intentioned, and I completely agree with your reasoning and your objective. But I think this is an awful lot of work for very little reward.
I have been here a year and I'm writing a series of posts about that now. I have not yet written about the curation guilds but I am in several that give "automatic" upvotes to me.
I feel like my biggest mistake here has been NOT to try to get into any of those groups that might give my higher upvotes. I decided to ignore those older people since they already had their own thing going. However, I now believe it would have been better for me to try and find groups like that where I had something in common with them.
Joining with smaller minnows is a way to stay small. No matter what you all do together, you will grow very slowly this way. When I had the very low power like that, I tried everything to improve myself. It was not until I leased sp to get above 500 that anything improved.
I know people who came in at the same time as me and decided to focus on getting into those places. They are all far and away doing better than me.
I'm am also very curious about you idea for no self voting by minnows. How did you come to that decision?
I have simplified the rules - removed self-voting and bot voting - to keep things simple and get started.

That's what this initiative is for - self-forming groups and not try to join existing groups that might not welcome you.
I am hoping to have a few "big SP voters" to join and to upvote the group to jump start this. The big SP voters will help shape this group and guide them with the right ideas - note: this #ccc initiative if open to anyone who will abide by the creed, honor code for the posts using #ccc.
I agree. I invested and Powered Up early on and was able to make friends with higher SP - they have helped me advance in rep. A few minnows excel in their work / posts and have gained attention organically or through the right association - @honeysim and coder-bts, for example.
And, that's why I need help from bigger SP voters.
I am a nerd, geek, IT and chemical engineering and I am used to analyzing structure, systems, and processes - so, to me, it is obvious that self-voting will prevent the formation of networks.
Also, there is an old saying - "A cord of three strands is not quickly broken." _- I heard this when I was a child and allegedly said by Alexander the great to his children (I know now it's from the Bible).

Why do you say this?
Draw the voting diagram to see the network for anyone - it will be obvious. it is one that @steembasicincome showed in a post - enhanced votes graph.

it's a casual comment - no one know if it will or not. "prevent" might be too strong a word, but, certainly it is frowned upon by many, so, maybe it slows down or inhibits forming networks?
I have newbies that vote on my posts and that got my attention and if I find them to be voting with discernment, I'll upvote them with a minimum of $0.03 and often gained a friend. But, if a newbie self-votes only and not others, I'll stay away.
Another way of saying this - and for all, not just newbies - I check their voting pattern before I make a stronger association or vote on their posts, blogs and comments. networks and built with bi-directional voting and self-voting stops many attempts when one does not get anything back.
I have people upvoting my posts without commenting, and if the votes are meaningful, I'll vote on theirs back. I am in a network with a few silent voters with mutual support in votes only.
on a positive note:
networks can form only if people support each other somewhat equally in votes and in comments.
I am a geek and a nerd, so, my sense of a network might be quite different than most people not dealing with real-world networks.
Well, after this answer, I still do not know why self-voting is a detriment to networking. I have many networks here:
None of that has anything to do with self voting. The only place I do not like this is people who always vote their own comments.
I just looked at a few of the bigger fish I look up to here and most of them are self-voting. I notice a couple of those voting themselves with less than 100% now, but they are still giving themselves a good vote. Someone's 20% upvote was showing as over $7.
I upvote the comments people make on my posts. I think this is a key to the engagement I have because people come to see what I'm saying and know they are likely to get a comment upvote. These people enter my network.
This is not a casual thing for you - it's a requirement if minnows want to join your ccc idea.
Since I listed it up above, I encourage you to read my recent post about kryptonia and give it a try. In the year I have been here, this is the best place I have found for good networking and great rewards. It has down a lot for me since I started using it in February.
I have not once checked anyone's voting pattern in the year I have been here. If they have good content and engage with me - that's what I look for.

Perhaps I could refine it with your input. It shoulg be acceptable as long as the poster can give 10 votes to others in the circle or chain at 12 SP or more, effectively. Bot vote might also be not necessary.

lol - well, when you get good votes by people you have not seen before, you can go try to engage. But often those votes are by sock puppet accounts, so you will not get anywhere. In that case, I am just thankful when they come.
understood. there is a lot of that - gaming the system.
I am in IT - AI, they are still trying to figure out what I built 30 years ago against fraud and they are still gaming it.

I know the new participants are thrilled about it - and that's what matters.
I have confirmed referrals and one new participant, the one celebrating 1,000 followers, accidentally use #ccc but I was able to show him the benefits of sharing with his followers, and he did include my guarantee (a screenshot and the URL) in his post.
I have also translations of the creed by two participants into French and Indonesian. So, for day 3 after the weekend launch, not bad.
I have a few who are not quite getting the rules, but, I am "cutting them some slack" and have guaranteed income and payout just the same.
