"A crowd of monsters" simply refers to a large group or assemblage of creatures that are perceived as being frightening, monstrous, or evil. Link
The assumptions on monsters is a Boogeyman but then we see monsters everyday in our neighborhood. We see folks behave like a monster and we sometimes wonder how they got to that point.
I will say you classify a monster by the way they act towards their fellow human. When a person acts in a bad way towards his fellow human, such act should be condemned. A Crowd or group of monsters should be dissolved. We should act in our humanity and render help where necessary.
