In a place where there is order, authority hierarchical in nature. There are certain places you cannot get into if you have not been granted access. Infact, there are certain information you cannot get or simply cannot have access to if you are not qualified or authorized by the authority to get.
We see this all the time in movies, where they tag some files "restricted" or "confidential". Those kind of information are for your eyes only. You will need authorization to have access to it.
Some of these procedures can look stressful or unnecessary when we are involved but it has its uses, these simple things have kept the peace in certain quarters.
Authorization can only come when a person has proved himself worthy or has been promoted to the level he can have access to the position.
