It's a very interesting philosophical concept, and I'm impressed with you bringing out this quote from Kant! His idea was that honesty about everything, in all situations, is what should be sought after, begging the question of whether the benefits of truthfulness always outweigh the costs, and also begging the question of the definition of such honesty. Is hiding the truth considered dishonest? Are there situations where perceived honesty can be misinterpreted?
I haven't delved into his philosophy on this topic, so you might be more familiar if you've read it.
Yes there is another philosophical concept with reagrd to honesty, i.e. consequentialism-- Honesty subject to circumstances & outcomes. It ascribes "a bit less honesty" if speaking truth could cause significant harm.

Consequentialism- A bit more or a bit less honesty subject to situation/possible outcomes, cost, etc.
