Don't underestimate the size of the Earth and the number of people involved in the whole human experiment. No organisation of human beings could ever start-up and operate a scheme so large and so omnipotent and perfect in it's execution successfully. The idea is to keep the truth hidden, right? One tiny slip up and the whole thing comes crashing down, right?
I see that as being way too charitable to ourselves as humans, we're just not that good. Especially when operating in groups. Having some nefarious or evil goal wouldn't change that at all.
