I believe uncivilised act is everywhere, as it's reported even in Europe, Obike location can be traced in the middle of sea, or river. So the only way to do with it maybe a better management system eg docked bike station to prevent misplacement of these bikes.
Singapore previously enforced something like geo-fencing -you can only lock after riding in dedicated parking location, but it seems the result is not too good,still see people simply park. Yet to conclude the effectiveness of this geo-fencing though.
