"Dark glare" can refer to a very bright light that is difficult to look at, especially in a dark environment, or an angry, piercing stare. Link

An example of a dark glare is the headlight of a car. When cars run on both lanes, the bright headlight can cause a dark glare for the other car coming in an opposite direction. The bright light can make you not to see ahead.

The expression, dark glare is intriguing. One would have thought that the dark glare would mean staring in the dark, maybe without seeing anything but it happens to be propelled by the light. So a bright light can cause you not to see in the dark, now that's something.

Most times these things happen in our everyday life, like someone pointing a torch in your face. You would not be able to see the person but they can see you despite the fact that you have so much bright light directed to your face.
