it gives you 1 point for a full upvote but then falls to like 0.9 points for the second full upvote and so on to avoid abuse

I think you can but I wouldn't recommend it. It's better to earn them while doing the usual stuff: upvoting commentating etc

You can't stake those points if that what you mean. You also get points for reblogs and posting through the app
