Under HF21/2 I would power it all up and continue my very inefficient manual curating :-)
I used to delegate part of my STEEM out to projects but currently there are no projects that can compete with just keeping the SP and try to add some 'value' to some well-written posts or 'Good Steemians'. (Except maybe for projects that also do manual curation but hey, I like doing it myself :D)
I upvote on average 100 unique Steemians per week, the bigger the upvote value the more unique Steemians can enjoy a slice.

I think Midlet's video proposal might be a good way to spend 5K STEEM. He can make something that we could all use towards marketing/spreading the Steem name. It's not enough on itself but with videos we could go to 'round 2' and plan a serious Fb/twitter/ campaign. The 5K would indirectly come back to 'all of us' willing to share our name outside of the Steem ecosystem.
I would buy the last few gold LORD ARIANTHUS cards, those things went fast.
I’d go represent STEEM at a conference or maybe even do a stunt... first crypto blind date auction? Cross country trip on STEEM? First STEEM sponsorship on a PRCA rodeo athletes vest? Not sure.. but we need a good stunt.

If someone suddenly gave me 5000 steem to use for a project I would work on finding who has an influential twitter or youtube account and I would pay to promote some of the best graphics or videos we have. It would be for the sake of Name and Brand recognition vs. a immediate onboarding effort.
I would put it into our BRO Poker prize pool for the first ever annual BRO Titans of Poker SeriesTM (BRO TOP Series) that will be kicking off on October 1st!
The goal is to get the pool up to at least 10,000 STEEM or $10,000 by the championship main event next year.

I missed this! I was just thinking we should spend the 5K on Fb ads but we'd need great videos/catchy content for that. This looks great, a big video and some smaller ones means we have some variety to share on different mediums and in different contexts.

I'll trade it all for steak, then take pictures of said steak, post said pictures, and include commentary. I'd do the same steak post for months, until I ran out of steak.
I'd then write a post talking all about how I got free steak and converted that steak into stake, to get more stake I hope to someday turn into steak.

I would like to start a venture, that would deal with crypt in US and pay in other currencies. Like a registered company, that could actually start paying people in their currency by taking their steem. Or even another dapp, that could do that.
Tip 500 steem each to some content creators that would find out about Steem after the tip and see what they'd end up doing with it. :)

Honestly, I'd probably just put it towards paying of a little bit of debt that I've accumulated over the bear market and be one step closer to reclaiming freedom and financial independence.

I upvoted that as finding creative ways to get people to onboard is a good cause, unfortunately though the last hard folk sort of screwed those prospects, even if they onboard I hardly doubt they'll stay.
I think it is the opposite now, as a lot of the large circle jerks have been broken up. Trending isn't flooded with $200 posts about giving away a $0.01 Steem Monsters card, more good content producers are being curated. Bid Bots are losing their power over the network.

Not all of them are. Some are moderated. I put a lot of effort in ensuring good content gets rewarded and bad content doesn’t on STEMgeeks. Have a look for yourself.

I would give away 500 steem to 10 people (minnows who have been on the platform for a while) who must use it to power up their accounts without selling it for over a year and start curating decent content so that they can start building there steem accounts to dolphin status.
How does this benefit Steem, as a whole?
The title and description doesn't ask people what they'd do with it to benefit Steemit as a whole, just plain what they'd do with it without any further direction outside of that.

5K Steem is about 825 USD. I would probably cash out and buy myself something nice to celebrate my birthday. I would also use some of the money to buy books I need during the last 3 months in School, and to help me pay off a small bill or two.
So yeah, I would probably use it to help myself to graduate.
In case I wouldn't be allowed to use it in real life, I would probably power up 50-60% of it and host multiple contests, where I would try to encourage and motivate newcomers and "lesser accounts" to produce quality content. I think it's important to reward and motivate these users so they actually feel that it would be worth to power up and/or invest in Steem.
What is "quality content"?
I think quality content is basically everything except spam & copy/pasted content. I mean, anything that your audience like and support should be quality, regardless of grammar, length etc.

Personally speaking, i would powered up 4.5k on steemit and the rest 500 i will use them to power up first my steemleo account (400) and secondary, 100 just to celebrate my luck with beers!

I currently attempt to manually curate about 20 posts a day, but would be able to increase that number by a significant amount. I have been encouraged by some awesome people on Steem and would like to attempt to encourage others. I also would consider some delegations to projects that attempt to encourage new users on Steem.
Its too small an amount of money to really do much. If I gave someone $1000 what would you do with it? Not much. Really running a legit project is expensive, $1000 is gonna get you... what ... a server for a few months... lunch?

i would delegate it to Helpie, to help them boost their curation, which is focused on overlooked or under-valued posts.

I power up everything. Then I will have more motivation to work on Steem to make these 5000 ($0.16) back to $1.
I think there is nothing surprising as long as you are not a big investor you have no incentive to take care of the future of the project.
If you mean like to use it to do something that is useful for Steem.. I would probably have a Steem Conference/Music & Art event, but would still need people to get involved from the Steem community, and would probably need to get a little bit more funding possibly from sponsors for PA and Lighting for the event.. However, if you mean like a gift honestly I would level up a lot of my SM cards and probably power up half of it for curating.
I will use it to develop course institutions by providing as assistance for citizens to develop talents and abilities such as dressing courses, mechanics, so that they will be able to open jobs for them and reduce unemployment.
For your original questions as to what I would do with 5000 Steem:
I would most likely spend half on Splinterlands Booster packs and power up the other half. I would like to see more projects such as Splinterlands succeed, and to reach the point where they are appealing to those outside of Steem's relatively small userbase.

5k steem would make 10 minnows. So I would spread it out to 10 people and make them a full fledged little fish. At least they would have the slider then. The only way I could decide who would be random draw of new accounts. Thoug hmy ability to do such a thing is pretty limited so I would most likely have to as kfor help.
I'd power up 1k to 1.5k, then I'd use about 200$-300$ worth to invest in 1 or 2 sectors from my country as it would be cheaper with less traction fees etc than other markets.(Could be better to just get my first satoshis with it but I'm thinking at current prices it wouldn't be worthwhile unless I never plan on taking profits from there.) I'd also withdraw some to go ham on steemfes I mean my birthday and keep the rest as liquid steem, coz you never know.
I would definitely use it to power up and downvote the post of an author who persistently keeps on abusing the platform with different types of abuse like plagiarism, identity theft, photo plagiarism, spamming, vote farming and so on🙂. Thats what I have been doing past 2 years for steemcleaners. Though the price has fallen sharply it is not really affecting me from fighting abuse for I have full love and dedication working to keep this community healthy🙂. Thats what I would do.

I'm working on a small Steem-based project that I think has potential. I could use the money for some "bounties" for help on the project for some parts that I don't know how to do myself / am too busy / too lazy -- essentially, making a couple PR's / a fork of an open-source android app, and maybe trying to make something comparable for iOS.
Could give my project a boost to a point where approaching some local small businesses for partnership/investment isn't entirely laughable -- only mostly laughable.
If I was given 5,000 STEEM I would just say fuck it and finish the SteemGalaxy project I have a proposal for that isn't going to get funded. I just don't have a lot of motivation to do anything besides keep putting up content and keep up the curation for the time being.
Part of the funds I would power up and part of the funds I would dollar peg for a bit because I feel like we are going to have one last capitulation move down that will be harsh and then I would move the funds back and power them up and rotate them through.

I would take that 5000 Steem and power it up on Indiaunited community account and reinstate activities on our Indian community as #newsteem is bringing lots of hopes for us.
Iwould love to make more non-music audio entertainment. No I don't mean a podcast or a talk show or anything like that. What I want to make are essentially the old radio dramas of the past, but you know, not in the past, now. I have been making audiobooks for a few years and I have discovered that I like that sort of thing. But, I want to go all out with the production and put in sound effects, and many voices, and ambiance and mood music and so on, make some really entertaining fiction for your ears.
I do this now in an audiobook format, but I really think this would work much better in a podcast format, with a chapter or episode released every week or so until a season or series is done. This can be done on the dsound platform and with a few extra steps I can also make a dtube version too if we feel it would be needed.
As I don't compose music myself, I'm certainly not the best ever writer that ever was, and I can't possibly perform every kind of character voice there is, I would love to draw from the talent pool here on Steem to complete these productions. I feel like if we got several titles up and running for people to enjoy in different genres it would really add some variety to the audio content we have here and may even inspire new content creators to contribute to established productions or to start their own.
As far as 5000 Steem, I would like to build myself a proper soundbooth to record in, as right now I do it in a garage with blankets and curtains and waiting until the ambulance goes by or until the plane or chopper flies away. This will greatly improve my sound quality. Not to mention cut out all the time I waste sometimes waiting for external sounds to stop or trying to deal with echos or static, etc. Also from this 5000 I would like to use it to help support any talent that is involved with the productions.
Other than that, if I wasn't going to do the audio stuff, I'd wanna start a Steem Comic Line, but I haven't put alot of thought into that, just seems like a fun idea that needs more baking and marinating in the brain or whatever.
